Vienna, Va., Sept. 29, 2011 — NJVC® , one of the largest information technology (IT) solutions providers supporting the U.S. Department of Defense (DoD), announces three senior management-level new hires: R. Jeffrey Bongianino, general manager, IT services; Michael Carr, general manager, programs; and Paul Polcsan, vice president, business development (BD).

Bongianino possesses more than two decades of experience in increasing levels of leadership responsibility in the national security and defense industries in the areas of IT services, software development and worldwide operations support. He spent 25 years with BAE Systems, holding a variety of positions with various leadership responsibilities. Most recently, Bongianino was general manager, defense enterprise services, overseeing a more than $100-million portfolio of IT services contracts for DoD agencies, U.S. Unified Combatant Commands and military services.
Carr joins NJVC after nearly 32 years of federal service at the National Geospatial-Intelligence Agency and its predecessor agencies. In his most recent role, he was director, mission system transition, and deputy director, NGA Campus East—a $2-billion-plus program. There he defined, chartered and managed a highly technical organization engaged in engineering and transformation of system capabilities and the provisioning new IT hardware and software in support of the move to NCE. Carr served in a variety of other IT senior leadership positions during his tenure with NGA, in both the enterprise operations and acquisitions directorates. In addition to his IT experience, Carr also spent nearly 20 years on the mission side of NGA in production and source operations.
Polcsan has 25 years of experience in senior and executive business development roles for companies, such as Serco, Titan Corporation, L-3 Communications, American Management Systems /CGI, DynCorp, Computer Sciences Corporation and C3 Corporation. Most recently, he was vice president, BD, with CTSC. Polcsan’s career in both technical and BD capacities spans the aerospace, logistics and IT domains within the defense and federal civilian government markets.
