Patrick O'Neil, Senior Vice President, Operations

As senior vice president, operations, Patrick O’Neil is responsible for all day-to-day company operations, including leadership of all customer-facing programs, technology solutions and corporate capabilities, research and development, and the associated human capital. Mr. O’Neil ensures that NJVC program execution and technology solutions evolve in support of current customer needs. Mr. O’Neil assumes the role in conjunction with his current role as program manager of the Information Technology/Information Services (IT/IS) Program with NJVC’s anchor Intelligence Community (IC) customer, overseeing nearly 1,000 personnel and an annual budget of more than $350 million.

As IT/IS program manager, Mr. O’Neil’s primary focus is on maintaining customer mission continuity and ensuring the Program continues to provide exceptional performance while facilitating customer transitions to follow-on IT services contracts. Mr. O’Neil continues to lead the development and implementation of base services in IC Information Technology Enterprise (ITE) commercial cloud services (C2S) and unclassified C2S in support of the IC’s Cloud First objective and the ODNI’s strategy for delivery of IT services.

Mr. O’Neil joined NJVC in 2006 and has held several leadership positions, most recently as the IT/IS deputy program manager. In this role, he was instrumental in achieving significant cost savings and efficiencies for the customer. Previously, he was director of the IT/IS Special Projects Office (SPO) where he successfully grew the organization by more than 100 percent. During his time as SPO director, Mr. O’Neil standardized processes and instituted best practices in project management and launched NJVC’s Center for Technology Integration (CTI), saving the client both space and resources.

Prior to NJVC, Mr. O’Neil was senior program manager with Sagem-Morpho, Inc. and managed biometric systems and technology implementation and operations and sustainment projects valued at $45 million. As information systems program manager at Chenega Technology Services Corporation (CTSC), he managed multiple information services programs, including a network stabilization project at Guantanamo Bay, Cuba.

Mr. O’Neil received his bachelor’s degree in Business Administration from the University of Maryland in College Park. He is a Microsoft Certified Systems Engineer, Microsoft Certified Systems Administrator, and a WatchGuard Firewall Certified Professional.
