Bill Cloin, Software Services Practice Lead


As practice lead for NJVC’s software services, Bill Cloin oversees all aspects of the company’s software services practice, including the creation of advanced software solutions and enterprise applications, strategic planning and business development.

Since 2007, Mr. Cloin has served NJVC in a series of progressively responsible technical and leadership roles. Most recently, he held the dual role of Director, NJVC Center for Technology Integration (CTI), and Chief, Software & Application Support Services (SASS), in which he was responsible for the day-to-day direction of NJVC’s CTI organization and environments, as well as the strategic direction and management of the company’s software engineering group.

Previously, Mr. Cloin was responsible for opening NJVC’s O’Fallon, Illinois office and establishing CTI. He provided strategic direction for all CTI activities and its 150+ staff, including program management oversight for several programs sponsored by Intelligence Community (IC) and Department of Defense (DoD) customers. Additionally, he was responsible for management and execution of NJVC’s research and development activities.

Prior to joining NJVC, Mr. Cloin served in a number of technical, management and leadership roles within SAIC, chiefly as a subcontractor to NJVC under a large Intelligence Community contract.

Mr. Cloin received bachelor’s degrees in computer science and geography from Southern Illinois University.
